Electrical Testing / EICR for Home Buyers & Home Owners
Your home is probably the most expensive thing you’ll ever buy. Finding out it needs rewiring after you’ve bought it can be really costly and upsetting. To avoid this, RICS (Royal Institute of Chartered Surveyors) and many lenders suggest getting a full electrical survey before you buy. This not only saves money but also makes sure your home’s electrics are safe.

Electricity at Work and your Obligations in Law
Electrical Testing to BS 7671
An Electrical Installation Report is a legal requirement of The Electricity at Work Regulations 1974 and apples to all businesses to protect their staff and members of the public.
The law requires that all electrical wiring and installations, and all electrical appliances should be in good working order and cannot harm anyone (even under fault conditions).

EICR tests in Wales
Before 2022, there were no rules about electrical testing rental properties in Wales.
In January 2022, the Welsh Government said they’d start doing EICR tests, as well as some other stuff in the Renting Homes (Wales) Act.
From 1 December 2022, landlords need an EICR certificate (or landlord electrical safety certificate) for each property they own in Wales. These rules are for both private and social landlords.
They were supposed to start in July 2022, but they pushed it back.
These new EICR rules mean Wales will be like Scotland and England, where they already have to do these checks every five years.

EICR Codes Explained
EICR codes (Electrical Installation Condition Report) indicate and explain faults and non-compliance within tested electrical installations and determine whether the installation achieves the “Satisfactory” or “Unsatisfactory” result.
Code C1 “Danger present. Risk of injury. Immediate remedial action required”, examples might be a broken socket or fitting, or a burnt or damaged cable
Code C2 “Potentially dangerous-urgent remedial action required”, examples might be poor cable insulation or a lack of gas/water pipe earthing
Code C3 “Improvement recommended”, this may indicate an installation is safe but does not meet current BS7671 standards
